Polylines and circles follow basic geometrical rules. A circle is by definition a closed linear entity, polylines can be closed as well. When they both are closed they basically are the outline of an area. With the 'Outline Polylines & Circles' command you can outline them so there's an outline around the area the selected polylines and circles cover.
